The options are in the order of effectiveness.  However, from an "ease of description" point of view you're definitely right.

For the Agile option that you mention, sounds like you're discussing initial release planning (which has it's own process goal).  But, what specifically are you thinking regarding funding?

@Scott, you are right. I gave an example but my concern was more related to an outsourcing strategy.

Hi folks, Secure Funding->Choose Funding Strategy:

    1. I suggest putting the costplus option after time and material, as mentioned in the text a variation of the second one.

    2. Is it possible to consider an "Agile Approach/Option"? In this case, the supplier and client establish a partnership in which they share risks with variable scope driven by an initial high-level requirements and solution vision. The supplier attends the inception and negotiates how the solution is going to be delivered based on the proposed business value, a high-level scope definition, a high-level solution vision,  a roadmap, epics, features and the definition of done.

@Jerry, good point.  I've updated the initial description of the goal to reflect this.  I will publish an update to the doc later today.

From a funding perspective some of the seed funding would be required by Product Management to support some of the experiments that are undertaken to help identify the potential products so by the time it goes to Product Delivery (there would be less seed funding required).
